The Presidency of Climate Change was established as an affiliated institution of the Ministry of Environment, Urbanisation and Climate Change with Presidential Decree No. 85 dated October 29, 2021.

It is responsible for determining policies, strategies, and actions at the national and international level within the scope of Turkey's climate change mitigation and adaptation efforts, conducting negotiation processes, and ensuring coordination with institutions and organizations.

It is tasked with carrying out all necessary studies for climate change adaptation and mitigation in line with Turkey's 2053 net zero emission and green development goals, and instilling climate change awareness in all segments of society with a human and nature-friendly approach.

In this context, the duties and powers of the Presidency of Climate Change are as follows;

  • To carry out studies related to taking measures concerning global climate change and the depletion of the ozone layer, and determining plans, policies, and strategies.
  • To monitor, control, and report greenhouse gas emissions causing climate change on a national scale, carry out sectoral policy determination studies regarding the reduction of greenhouse gas emissions, and make necessary legislative arrangements.
  • To follow international negotiation processes related to climate change.
  • To prepare or have prepared the reports that our country is obliged to submit within the scope of international organizations and agreements.
  • To carry out the necessary studies for determining climate change mitigation and green development policies, strategies, and action plans in line with the net zero emission target and the circular economy principle, and submit them to the Coordination Board.
  • To carry out studies aimed at determining national, local, and sectoral climate change adaptation needs, monitor, evaluate, and report action plans in this field.
  • To carry out modeling and risk assessment studies aimed at determining the impacts of climate change, prepare or have prepared risk maps.
  • To determine the procedures and principles regarding the monitoring, reporting, and verification of greenhouse gas emissions at the facility, activity, or sector level, and apply necessary audits and sanctions.
  • To carry out studies on market-based mechanisms and economic instruments, primarily the Emission Trading System, determine procedures and principles, and apply necessary audits and sanctions.
  • To ensure the management of revenues to be obtained from the Emission Trading System, the greenhouse gas monitoring reporting and verification system, and other carbon pricing instruments.
  • To research national and international financial resources necessary for combating climate change and green development, carry out studies for the benefit and capacity building of relevant stakeholders, develop, implement, and monitor incentive mechanisms and grant programs.
  • To research technologies and innovative solutions regarding climate change and ensure coordination with national and international organizations carrying out studies in this scope, conduct conceptual studies, prepare guidelines and guidance documents.
  • To carry out the national coordination, monitoring, and reporting of studies conducted within the scope of the climate platform and related online monitoring and evaluation systems.
  • To carry out studies aimed at harmonizing the European Union acquis within its field of duty, conduct, coordinate, and monitor projects within this framework.
  • To prepare and implement national and international projects within the scope of combating climate change.
  • To carry out training, capacity building, and awareness-raising activities aimed at informing the public in the field of climate change.
